1994 was the first year for Collector's Choice. I think Upper Deck basically had Collector's Choice take over the base Upper Deck set and the base set would then be more of a higher-end set. This is based almost exclusively on the white borders on the Collector's Choice cards which were typical for Upper Deck through 1993. They did release two parallel sets though. The Silver Signatures came one per pack. It took quite a bit longer to get the Gold Signature.
